Computer assisted knowledge synthesis

I am seeking assistance in creating a procedure for computer-assisted knowledge synthesis. The final result would read as if it is part of a textbook designed for use by students and others who need to a good introduction to the pertinent aspect of the knowledge domain.
Guided by keywords and phrases supplied by the user, the computer would retrieve pertinent paragraphs from many documents and store them in one file. The subject matter specialist would examine the file and for selected paragraphs he/she would instruct the computer to retrieve the adjacent paragraphs from the source document.
Alternating retrievals and inspection of results by the subject matter specialist would continue until the specialist decides to stop.
At that point the said file would contain the inputs to the drafting of the knowledge synthesis by the subject matter specialist, who would then be able to add charts and other illustrative materials in the right places.
Does anyone know of software that I can obtain to do this kind of searching and retrieval work? I have not found text mining software that seems to be built to satisfy my needs, as described above.
If I need to build the software myself, what language do you recommend -- PERL, JAVA, BASIC, C ??

Actually Rapid Miner is capable of such an analysis; the tutorials are good in this respect. I suggest you go to YouTube and check out the Vancouver Data series, and/or go to the tutorials on the Rapid Miner home page. Video tutorial links are on the bottom right side (Rapid-i.com).
