How can I do this?

I am trying to make a search engine to:
 
Crawl web pages -> compare it with a language model to see if the content match a target -> if yes, then put it in the INDEX, if not, discard and find new pages.
 
Could anyone give me some advice on how to do this? Is Rapid-i able to do this?
